Mike Kratzer Candidate Statement 2022 – Sea Bluff Canyon Village The last Approved Budget from the Sea Bluff Canyon Village HOA I have received in the mail was dated July 31, 2019 and was for the period Sept. 1, 2019 – June 30, 2020, this was alluded to as a Mid Year Budget Increase. As listed in this approved budget, Legal Fees were listed as $18,967.56 as projected for that fiscal year. Prior to this July 31, 2019 correspondence, I received in the mail dated May 31, 2019 an Annual Budget Report 2019-2020 listing Legal Fees projected for that year of $6,000.00. In the course of a 60 day period, Legal Fees basically tripled for the 2019-2020 Budget. Please note that I have never received an approved Budget or any of the other supporting disclosures that are an annual requirement of all California HOAs after the July 31, 2019 mailing, thus for the Fiscal Year 2020-2021 no Approved Budget was received so as to ascertain the projected Legal Fees anticipated for the July 1, 2020 – June 30, 2021 budget year. The last Financial Statements from the Sea Bluff Canyon Village HOA I have received in the mail was dated December 7, 2018 and was for the period ending June 30, 2018 (no Financial Statements were received in the mail for the prior year ending June 30, 2017). For the 2017-2018 Fiscal Year, an Administrative Expense for “Professional Fees” is listed as $15,553, with a comparative total for the 2016-2017 Fiscal Year listed as $9,183, for a total of $24,736 during that 24 month period. While in the financial statements Legal Fees are not specifically mentioned, one would assume that Professional Fees cover this expense. It should be noted that Financial Statements I received in the mail dated June 30, 2016, Legal Fees are listed as $8,708 expended for that fiscal year. It is my belief that our CC&R’s, outdated Rules and Regulations, legally adopted policies and procedures, and the Davis-Stirling Act should be adhered to, not routinely ignored as presently happens. I use my 1 lone director’s vote in an attempt to adhere to the beliefs that I feel will be the most beneficial to all homeowners. Lastly, transparency should be brought back into the posted meeting Agendas, Board Meetings, and Meeting Minutes, for any interested owners who wish an honest evaluation of the community in which they live and their funds are spent.
